Ms Le Thi Duyen Hai, Director of the Tax Declaration and Refund Department, said that E-tax declaration and return in accordance with Resolution 19/2016/NQ-CP will be implemented by 95 per cent in 2016-2017 facilitating businesses in large measures. By November 2016, E-tax return will be implemented in 5 provinces and cities (Hanoi, HCM City, Dong Nai, Hai Phong, Hai Duong) with great number of businesses and tax payers facilitating the application of E-tax return and payment. The pilot project will pave the way for nation-wide implementation. In December 2016, the process will be applied in 8 other provinces and cities and by the end of 2017, 95 per cent of the plan will be attained.
According to Mr Cao Anh Tuan, Deputy Director General, General Department of Taxation, in an attempt to facilitate tax payers and increase transparency, the government has issued Decree 100/2016-CP for the implementation of amendments to Laws on added-value, special consumption and tax management. The Decree has promoted production and circulation of agricultural and aqua-products nation-wide and prevented evasion of value-added taxes.
There is also new guidance on tax rebate by Circulation 99/2016/TT-BTC concerning risks in rebate of value-added taxes. The Circular stipulates that the tax rebate is covered in the annual budget approved by the National Assembly and applied by General Department of Taxation. The Circular has in particular assisted tax payers in value-added tax rebate.
