The Decree has promoted production and circulation of agricultural and aqua-products nation-wide and prevented evasion of value-added taxes.

There is also new guidance on tax rebate by Circulation 99/2016/TT-BTC concerning risks in rebate of value-added taxes. The Circular stipulates that the tax rebate is covered in the annual budget approved by the National Assembly and applied by General Department of Taxation.
