According to Mr Cao Anh Tuan, Deputy Director General, General Department of Taxation, in an attempt to facilitate tax payers and increase transparency, the government has issued Decree 100/2016-CP for the implementation of amendments to Laws on added-value, special consumption and tax management. The Decree has promoted production and circulation of agricultural and aqua-products nation-wide and prevented evasion of value-added taxes.
There is also new guidance on tax rebate by Circulation 99/2016/TT-BTC concerning risks in rebate of value-added taxes. The Circular stipulates that the tax rebate is covered in the annual budget approved by the National Assembly and applied by General Department of Taxation.
