HCMC – Vietnam’s e-commerce market reached about US$31 billion in 2025, accounting for roughly 11% of total retail sales of consumer goods and services, crossing the 10% mark for the first time.
The figures were released at the 2026 E-commerce Forum held on February 2 by the Vietnam E-commerce and Digital Economy Agency under the Ministry of Industry and Trade.
The ministry reported that e-commerce in Vietnam has grown at an average rate of around 25% a year. By 2025, about 60% of the population had participated in online shopping.
In 2024, the e-commerce market was valued at more than US$25 billion, up about 20% from 2023, and made up around 9% of total retail and service revenue nationwide. The increase to US$31 billion in 2025 lifted the share to about 11%.
The agency noted that digital transformation is reshaping business models, with e-commerce shifting from a supporting channel to a strategic distribution channel for enterprises.
Rapid growth has also brought challenges, including information transparency, consumer protection, fraud control and platform responsibility, underscoring the need to further strengthen the legal framework.
The year 2026 marks the start of enforcement of the E-commerce Law and the national e-commerce development plan for 2026–2030, which targets greener and more efficient growth.
Authorities also highlighted gaps between regions, as e-commerce remains concentrated in large cities while mountainous and border areas face constraints in digital infrastructure and logistics. Targeted support programs are planned to expand access in these regions.
