Vietnam in 2015 introduced a new Foreign ownership law which allowed for condo developments (30% of the total) to be purchased by foreigners and 10% of landed houses in special projects. This law allows under eased criteria for foreigners to purchase and hold under certain terms and obligations the property. However, some of the terms are quite detailed and the process can seem foreign to overseas buyers not used to Vietnam law, additionally not all projects or areas enjoy these entitlements. Interest has grown as Vietnam’s market has continued to grow even marginally in a covid environment and with its growth as a manufacturing base and tourist destination and with a cost of entry base lower than regional peers it remains an attractive market.

Dao Nguyen is the managing partner of DN Legal. She advises on all aspects of doing business in Vietnam. Her practice includes corporate and M&A, banking and fi nance, real estate, energy and infrastructure.

Harmander Mahal is Head, Retail Banking for Standard Chartered Bank Vietnam Limited from 01st February 2017.

Harmander has over 21 years of Retail Banking experience across different geographies. He has worked across all functions in Retail Banking including Consumer Finance, Card Products & Marketing, Business Development, Consumer Lending Products, Customer Value Management, Segments and Analytics.

Prior to this assignment, Harmander was Regional Head Retail Banking Segments and Analytics from May 2015. He was responsible to monetize Analytics capabilities in the ASA region, to develop a robust frame work to manage client life cycle and maximize value to the bank, to develop key elements of the International Banking Proposition and the CVP for the Silver Generation Clients in Singapore.

Before joining Standard Chartered Bank, Harmander was with HSBC Singapore from 2010 to 2015 in various roles as Head Customer Value Management, Retail Banking and Head of Consumer Assets.

In 2003 – 2009, Harmander was Senior Vice President, Head Card Products & Marketing at DBS Bank Singapore. From 1996 till 2003, he was with GE Consumer Finance as Assistant Vice President, Credit Cards.

Harmander is a postgraduate in business management.
