SOCIO-ECONOMIC SITUATION IN TEN MONTHS OF 2017
1. Agriculture, forestry and fishery
a. Agriculture
As of mid-October, the country’s cultivated area of winter rice reached 1747.6 thousand hectares, equaling 98.6% from the same period last year, of which provinces in the North gained 1133 thousand hectares, equaling 98.4%; provinces in the South achieved 614.6 thousand hectares, equaling 99%.
Along with caring and havesting winter rice, localities over the country harvested 2104.5 thousand hectares of summer-autumn rice, equaling 99.9% against the same period last year; the estimated productivity reached 5450 kilograms per hectare, up 60 kilograms per hectare compared with the last summer-autumn crop; the production gained 11.5 million tons, up 127.5 thousand tons.
As of October 15, 2017, the country cultivated 81.5 thousand hectares of maize, equaling 86.4% from the same period last year; 10.7 thousand hectares of sweet potato, equaling 64.1%; 6.1 thousand hectares of soya bean, equaling 35.7%; 4.8 thousand hectares of peanut, equaling 92.3%; 70.9 thousand hectares of vegetables, equaling 83.1%.
The country’s flock of buffaloes in the month was estimated to reduce by 1% against the last year’s similar period; flock of oxen raised by 2.8%; flock of poultry increased by 5.5%; flock of pigs decreased by 5.4%. As of October 26, 2017, the country no longer had epidemic diseases on cattle and poultry.

b. Forestry
Generally, in ten months, the concentrated planted forest area of the country was estimated to reach 184 thousand hectares, up 1.1% compared to the same period last year; the number of separate planted trees gained 88.8 million trees, an increase of 0.1%; wood production gained 8832 thousand m3, a rise of 7.4%.
In general, in ten months, damaged forest area was 1366 hectares, down 59% against the same period last year, of which the burnt forest area was 471 hectares, down 79.5%; destroyed area was 895 hectares, down 12.9%.
c. Fishery
Fishing production in ten months was estimated to reach 5800.7 thousand tons, moving up by 4.5% over the same period last year, of which the production of aquaculture gained 3040.5 thousand tons, up 4.3%; yield of fishing caught achieved 2760.2 thousand tons, up 4.7% (sea catching reached 2597 thousand tons, up 4.9%).
2. Industry
Generally, in ten months of 2017, the index of industrial production (IIP) for the whole industry increased by 8.7% over the similar period last year, higher than the growth rate of 7.3% of the same period in 2016[1] and higher than the growth rate of 7.9% of nine months of this year.
Generally, in nine months, consumption index for the whole manufacturing increased by 12% over the identical period in 2016 (it grew by 8.2% in the same period last year). Stock index for the entire manufacturing as of October 01, 2017 jumped up by 8.8% from the same period last year (the growth rate was 8.9% in the similar period in 2016). Average stock rate in nine months of 2017 was 65.6% (it was 67.6% in the same period last year).
The number of employees working in industrial enterprises as of October 01, 2017 rose by 5.1% compared to the same period last year, of which employees in the State enterprise sector decreased by 0.5%; employees in the non-State enterprise sector grew by 3%, and employees in the FDI enterpsise sector went up by 7.2%.

3. Business registration situation[2]
Generally, in ten months of this year, the country had 105125 enterprises registered for new establishment with a total registered capital of 1021.9 trillion dongs, an increase of 14.6% in the number of enterprise and 43.8% rise in the registered capital compared to the same period in 2016. Average registered capital per newly established enterprise reached 9.7 billion dongs, up 25.5%[3]. If including 1414.5 trillion dongs of over 29.5 thousand times of enterprises’s changing to raise the capital, the total of additionally registered capital to the economy in ten months of 2017 was over 2436 trillion dongs. Besides, there were 22765 enterprises re-operated, up 1.2% over the similar period last year, bringing the total of enterprises registered for new establishment and enterprises re-operated in ten months to nearly 128 thousand enterprises. Newly established enterprises’ total registered number of employees in ten months was 976.4 thousand persons, down 8% from the same period last year.
The number of enterprises which finished the procedure for dissolution in ten months of 2017 was 9794 ones, an increase of 5.4% from the same period last year, of which there were 8979 businesses with capital size of less than 10 billion dongs, accounting for 91.7%. The number of enterprises temporarily suspending operations in ten months was 52782 ones, a rise of 4.1% from the identical period last year, including 19619 enterprises registered for time-limited temporary cessation of business, up 11.6% and 33163 enterprises suspended operations without registering or waiting for dissolution, up 0.1%.

4. Investment
Generally, in ten months of this year, realized investment capital under the State budget reached 221 trillion dongs, equaling 72.5% of the annual plan and up 7.3% from the same period in 2016, of which the capital under central management obtained 50.3 trillion dongs, equaling 71.2% of the annual plan and up 4.2% from the same period last year; the capital under local management achieved 170.7 trillion dongs, equaling 72.9% of the yearly plan and up 8.3% from the same period last year.
From the beginning of the year to October 20, 2017, FDI attracted 2070 newly licensed projects with the total registered capital of US$ 16.3 billion, up 0.4% in the number of projects and up 32.9% in the registered capital against the similar period in 2016. Besides, there were 1001 times of license-granted projects from previous years registering to adjust investment capital with the additional capital of US$ 7.2 billion, up 35.9% from the same period last year, bringing the total registered capital of both newly and additionally financed projects in ten months of 2017 to US$ 23.5 billion, up 33.8% from 2016’s same period.
In ten months of 2017, there were 4156 times of contributing capital, buying shares of foreign investors with a total capital contribution of US$ 4.7 billion. Thus, in general, the total registered capital of new projects, additional capital and investment in the form of capital contribution and share purchase in ten months reached US$ 28.2 billion, up 37.4% from the same period last year. Realized FDI capital in ten months was estimated to gain US$ 14.2 billion, up 11.8% from the similar period in 2016.
In ten months of this year, 58 provinces and centrally-run cities had newly licensed foreign direct investment projects from 77 countries and territories.

5. Government revenues and expenditures
Total estimated government revenues from the beginning of the year to October 15, 2017 achieved an estimate of 865.6 trillion dongs, equaling 71.4% of the annual estimate, of which domestic revenues reached 679.2 trillion dongs, equaling 68.6%; collecting from crude oil achieved 35.2 trillion dongs, equaling 91.8%; from export-import balance gained 148.8 trillion dongs, equaling 82.7%. In domestic revenues, land use fees reached 83.1 trillion dongs, equaling 130.4% of the yearly estimate; personal income tax revenue is 61.2 trillion dongs, equaling 75.5%; environmental protection tax collected 31.9 trillion dongs, equaling 70.7%; 130 trillion dongs were collected from non-State industrial, commercial and service taxes, equaling 66.9%; revenue from foreign-invested enterprises (excluding crude oil) was 121.2 trillion dongs, equaling 60.3%; revenue from State owned enterprises is 148.4 trillion dongs, equaling 51.8%.
Total government expenditures from the beginning of the year to October 15, 2017 was estimated at 960.3 trillion dongs, equaling 69.1% of the yearly estimate, of which regular expenditures were 696 trillion dongs, equaling 77.7%; expenditure on interest payment was 79.9 trillion dongs, equaling 80.8%; only expenditure on development investment achieved 180.7 trillion dongs, equaling 50.6% of the annual estimate (of which expenditure on capital construction reached 177.1 trillion dongs, only equaling 50.3%). The principal repayment from the beginning of the year to October 15, 2017 was estimated at 133.9 trillion dongs, equaling 81.7% of the yearly estimate.
6. Trade, prices, transport and tourism
a. Retail sales of consumer goods and services
Generally, in ten months, total estimated retail sales of consumer goods and services reached 3258 trillion dongs, up 10.7% over the same period last year, if the price factor were excluded, the growth rate would be 9.4% (the growth rate was 9% in the similar period in 2016).
By kinds of economic activity, retail sales of goods in ten months gained an estimate of 2439 trillion dongs, accounting for 74.9% of the total and up 10.6% over the similar period last year. Estimated sales of accommodation and catering services in ten months attained 406.7 trillion dongs, accounting for 12.5% of the total and up 12.5% from the same period last year. Sales of travelling in ten months of this year achieved an estimate of 30.1 trillion dongs, taking 0.9% of the total and up 15.2% against the similar period last year. Sales of other services in ten months were estimated to achieve 382.2 trillion dongs, holding 11.7% of the total and up 9.2% compared to 2016’s identical period.

b. Exports and imports of goods
Generally, in ten months of this year, export turnovers of goods was estimated to reach US$ 173.7 billion, up 20.7% from the same period last year, of which the domestic economic sector achieved US$ 48.2 billion, up 17.2%; the FDI sector (including crude oil) gained US$ 125.5 billion, 22.1% rise. About the export market in ten months of this year, the United States was still the leading market with the turnover of US$ 34.7 billion, a rise of 10.1% compared to 2016’s same period. Following were EU with US$ 31.8 billion, an increase of 15.7%; China with US$ 25.6 billion, up 48%; ASEAN with US$ 18 billion, up 26.8%; Japan with US$ 13.7 billion, a rise of 14.7%; South Korea with US$ 12.2 billion, a growth of 28.6%.
Generally, in ten months of 2017, import turnovers reached US$ 172.5 billion, up 22% from the same period last year, of which the domestic economic sector gained US$ 64.6 billion, up 11.6%; the FDI sector achieved US$ 107.9 billion, up 29.2%. About the import market in ten months of 2017, China was still the biggest import market of Vietnam with the turnover of US$ 47.1 billion, up 16.7% against the corresponding period last year[4]. It was followed by South Korea with US$ 38.8 billion, an increase of 48.4%[5]; ASEAN with US$ 22.6 billion, a rise of 17%; Japan with US$ 13.3 billion, 8% increase; EU with US$ 9.9 billion, up 9.7%; the United States with US$ 7.6 billion, up 10.5%.
Generally, in ten months of 2017, Vietnam had trade surplus of US$ 1.23 billion, of which the domestic economic sector had trade deficit of US$ 16.40 billion; the FDI sector had trade suplus of US$ 17.63 billion.

c. Consumer price indexes (CPI), gold and US dollar price indexes
Average CPI in ten months of 2017 increased by 3.71% against 2016’s similar period. CPI in October 2017 grew by 2.25% over December 2016 and by 2.98% from the same period in 2016.
Core inflation in October 2017 grew by 0.06% compared to the previous month and by 1.32% over the same period last year. Average core inflation in ten months of 2017 rose by 1.44% against the similar period in 2016.
Gold price index in October 2017 reduced by 0.88 % over the previous month; increased by 5.18% compared to December 2016; and moved up by 1.39% over the same period last year. The US dollar price index in October 2017 decreased by 0.03% over the previous month and by 0.07% compared to December 2016 and went up by 1.67% over the same period in 2016.

d. Carriage of passengers and cargos
Generally, in ten months, passenger carriage reached 3363.1 million passengers, up 10.7% over the corresponding period last year and 151.8 billion passengers-kilometers, up 9.3%. Of which passengers carried by road achieved 3168.2 million passengers, a rise of 11% and 102.7 billion passengers-kilometers, a rise of 8.2%; passengers carried by inland waterway gained 142.7 million passengers, an increase of 3.4% and 2.6 billion passengers-kilometers, a growth of 8.4%; passengers carried by seaway attained 5.6 million passengers, 12.8% increase and 297.4 million passengers-kilometers, 16.9% growth. Passenger carriage by airway reached the fair growth rate with 38.3 million passengers, an increase of 11.4% and 43 billion passengers-kilometers, an increase of 12.4%. Only passenger carriage by railway gained 8.3 million passengers, a drop of 2.9% and 3.3 billion passengers-kilometers, a rise of 7.1% from the same period in 2016.
Generally, in ten months, cargo carriage reached 1189.4 million tons, up 10% compared to the identical period last year and 221.3 billion tons-kilometers, up 6.4%, of which the domestic transport gained 1162.1 million tons, an increase of 10.3% and 111.4 billion tons-kilometers, a rise of 11.4%; overseas transport reached 27.4 million tons, up 0.4% and 109.9 billion tons-kilometers, up 1.8%. By types of transport, cargo transport by road obtained 922.2 million tons, up 10.6% and 59.1 billion tons-kilometers, up 11.8% compared with the same period last year; cargo transport by inland waterway gained 205.2 million tons, up 7.4% and 43.6 billion tons-kilometers, up 8%; cargo transport by seaway reached 57.3 million tons, up 9.6% and 115.1 billion tons-kilometers, up 3.1%; cargo transport by railway reached 4.5 million tons, a growth of 8.1% and 2.9 billion tons-kilometers, 12.6% increase; cargo transport by airway achieved 262.1 thousand tons, up 8.8% and 675.9 million tons-kilometers, up 9.7%.

e. International visitors to Vietnam
Generally, in ten months of this year, international visitors to Vietnam was estimated to reach 10473.2 thousand arrivals, up 28.1% from the same period in 2016, of which visitors coming by airway gained 8877.1 thousand arrivals, up 31%; by road: 1391.4 thousand arrivals, up 18%; by seaway: 204.7 thousand arrivals, down 8.1%.
In ten months, visitors from Asia achieved 7899.2 thousand arrivals, a rise of 32.8% against the similar period last year. Visitors from Europe gained an estimate of 1521.3 thousand arrivals, an increase of 18.1% from the last year’s identical period. Visitors from America obtained 671.2 thousand arrivals, up 10.4% over the same period last year.

7. Social issues
a. Farmers’ food shortage
Generally, in ten months of this year, the country had 165.1 thousand times of households suffering from food shortage, down 34.9% compared to the same period last year, corresponding to 678.1 thousand persons suffering from food shortage, down 35.5%. To overcome this problem, from the beginning of the year, all administrative levels, sectors and organizations from central to local level supported difficult households with 21.3 thousand tons of grain food and over one billion dongs.
b. Epidemic diseases and food poisoning
Generally, in ten months, the whole country had 148.5 thousand cases of hemorrhagic fever, of which 125.3 thousand cases were hospitalized (30 cases died); nearly 81.6 thousand cases of hand, foot, mouth disease; 534 cases of typhoid; 616 cases of virus encephalitis (21 cases died); 31 cases of meningococcal disease (03 cases died); 203 cases of Japanese encephalitis (8 died); 32 cases of Zika virus infection; 543 cases of whooping cough (05 cases died) and 147 human cases of streptococcus suis infection (12 cases died).
As of October 17, 2017, the total number of alive HIV-infected persons over the country was 209.8 thousand persons and 90.5 thousand cases turned to AIDS. The number of persons died of HIV/AIDS over the country as of above time-point was 92.8 thousand persons[6].
From December 18, 2016 to October 17, 2017, the whole country had 93 serious cases of food poisoning, making 2874 persons poisoned, of which 20 cases died.
c. Traffic accidents
In ten months of 2017, 16167 traffic accidents occurred in the whole country, including 7894 traffic accidents of less serious or more and 8273 traffic crashes, making 6827 persons died, 4052 ones injured and 9229 ones slightly injured. Compared with the same period last year, the number of traffic accidents in ten months of this year decreased by 6.3% (the number of traffic accidents from less serious and over went down by 4.6%, the number of traffic crashes decreased by 7.8%); Number of dead fell by 4.1%; the number of injured people decreased by 15.8% and the number of minor injuries reduced by 11.3%.
On average, in ten months of 2017, there were 53 accidents in the whole country each day, including 26 traffic accidents of less serious or more and 27 traffic crashes, leaving 22 dead, 13 injured persons and 30 slightly injured ones.
d. Damage caused by natural disaster
Generally, in ten months of 2017, natural calamity made 280 persons died and lost, 283 ones injured; 4900 houses collapsed, swept away and 308 thousand houses flooded, blown off, unroofed; 163.7 thousand hectares of rice and 101.4 thousand hectares of vegetables and crops flooded and damaged. The total value of damage caused by the disaster in ten months was estimated about 29 trillion dongs. According to the preliminary report, the total cash for relieving localities affected by natural disasters from the beginning of the year to present was over 572 billion dongs.
e. Fire and explosion, environment protection
In ten months of this year, 14815 cases of violating regulations of environment protection were found over the country, of which 12339 cases were treated with total fine of nearly 182 billion dongs.
Also in ten months of 2017, the whole country had 3464 cases of fire and explosion, making 85 persons died and 220 ones injured, the value of damage was estimated about 1500 billion dongs.
