SOCIO-ECONOMIC SITUATION IN TWO BEGINNING MONTHS OF 2016

Along with this, as of above time, provinces over the country cultivated 242.8 thousand hectares of maize, equaling 98.1% of the cultivated area in the same period in 2015; 57.1 thousand hectares of sweet potato, equaling 98.2%; 33.8 thousand hectares of soybean, equaling 89.2%; 77.2 thousand hectares of peanut, equaling 88.7%; 412,1 thousand hectares of vegetables, equaling 104.2%.

The extreme cold weather in the North had a great influence on cattle breeding in localities[1]. The country’s flock of buffaloes in February was estimated to reduce by 0.2% from the same period last year; flock of oxen raised by 0.5%-1%; flock of pigs increased by 3%-3.5%; flock of fowls rose 8%-8.5%.

b. Forestry

The concentrated planted forest area in the first two months of the year was estimated to reach 3448 hectares, up 6.2% over the similar period last year; the number of separate planted trees achieved 20.5 million trees, down 2.4%; wood production gained 749 thousand m3, a rise of 2.9%; firewood production gained 3.1 million ster, equivalent to the production in 2015’s identical period.

Generally, in two beginning months of the year, damaged forest area was 65.1 hectares, up 30.5% from the same period last year, of which burnt forest area was 32 hectares, up 25%; destroyed forest area was 33.1 hectares, up 36.2%.

c. Fishery

Generally, in two beginning months of the year, fishing production was estimated to reach 830.3 thousand tons, increased by 3.1% over the same period last year, of which production of aquaculture gained 350.8 thousand tons, up 2.2%; production of fishing caught achieved 479.5 thousand tons, up 3.8%.

2. Industry

Generally, in two beginning months of the year, Industrial Production Index (IPI) was increased by 6.6% from the same period last year[2]. Of which the manufacturing climbed by 8.5%, contributed 6.0 percentage points to the overall growth rate; the power generation and supply rose 12.8%, contributed 0.9 percentage points; the water supply and sewage treatment went up by 9.2%, contributed 0.1 percentage points; the mining and quarrying fell by 1.7%, reduced 0.4 percentage points of the general growth rate.

Consumption index for the whole manufacturing in January 2016 decreased by 3.8% against the previous month and rose 8.6% from the same period last year. Stock index for the entire manufacturing as of 01 February 2016 went up by 8.9% from the same period in 2015.

The number of laborers working in industrial enterprises as of 01 February 2016 rose 6.2% compared to the same period last year, of which the State sector increased by 0.5%; the non-State sector by 4.8%, and the FDI sector by 8.6%. As of above time, the number of laborers working in the mining and quarrying went up by 0.3% over the same period last year; the manufacturing grew by 6.8%; the power generation and supply put up by 1.3%; the water supply and sewage treatment rose 1.7%.

3. Operation of enterprises [3]

Generally, in two beginning months of this year, the country had 13904 newly established enterprises with the registered capital of 113 trillion dongs, increased by 1% in the number of enterprises and by 45.8% in the registered capital from the same period in 2015. The average registered capital per enterprise reached 8.1 billion dongs, up 44.4%. The total registered labor number of newly established enterprises in two beginning months of the year was 198.5 thousand persons, up 0.7% over the similar period in 2015.

The number of re-operated enterprises in two beginning months of this year was 7416 enterprises, up 69.5% from the identical period[4]. The number of enterprises which finished the procedure for dissolving, terminating business activities in two beginning months of the year was 2195 ones, increased by 6.8% from the same period last year, of which most of them are small-scale businesses with a registered capital of less than 10 billion dongs (accounting for 93.4%). By types of enterprise, of the total number of enterprises which finished the procedure for dissolving, terminating operations, there were 905 one-member limited companies (accounting for 41.2%); 654 two-member limited companies (accounting for 29.8%); 266 private businesses (accounting for 12.1%) and 370 joint-stock companies (representing 16.9%).

The number of enterprises having difficulty forced to temporarily cease operations in two beginning months of the year was 16471 ones, an increase of 17.3% over the identical period last year, of which 7220 enterprises registered for time-limited temporary cessation of operations and 9251 enterprises suspended businesses waiting for closing the enterprise code or without registration. Of total enterprises having difficulty forced to temporarily cease operations with registration, there were 2546 one-member limited companies (accounting for 35.2%); 2556 two-member limited companies (accounting for 35.4%); 829 joint-stock companies (taking 11.5%) and 1289 private businesses (representing 17.9%). For enterprises suspended operation waiting for closing the enterprise code or without registration, there were 3685 one-member limited companies (accounting for 39.8%); 3005 two-member limited companies (accounting for 32.5%); 1097 joint-stock companies (taking 11.9%) and 1464 private businesses (representing 15.8%).

4. Investment


Generally, in two beginning months of the year, realized investment capital from the State budget reached 25.3 trillion dongs, equaled 10.2% of the yearly plan and increased by 5.4% from 2015’s same period. Of which the capital under central management gained 5.8 trillion dongs, equaled 10.3% of the annual plan and increased by 9.9% from the same period last year; the capital under local management achieved 19.5 trillion dongs, equaled 10.2% of the yearly plan and grew by 4.2% over the similar period in 2015. Of which the capital from the State budget at provincial level gained 13999 billion dongs, equaled 9.8% and rose 8.2%; at district level: 4443 billion dongs, equaled 10.8% and fell by 5.6%; at commune level: 1091 billion dongs, equaled 15% and fell by 2.1%, respectively.

About the foreign direct investment (FDI), from the beginning of the year to 20 February 2016, the country had 291 newly licensed projects with the total registered capital of US$ 1905.1 million, up 96.6% in the number of projects and up 167.5% in the capital against the similar period in 2015. At the same time, 137 times of license-granted projects from the previous years were provided with additional capital of US$ 898.3 million. Thus, the total registered capital of both newly and additionally financed projects reached US$ 2803.4 million, grew by 135% against the last year’s same period. Realized FDI capital in the first two months of the year was estimated to gain US$ 1.5 billion, rose 15.4% from 2015’s similar period.

FDI capital of newly licensed projects in two beginning months of the year focused mainly on the manufacturing industry with the registered capital of US$ 1995 million, accounting 71.2% of the total registered capital; the art, games and entertainment gained US$ 210.6 million, representing 7.5%; remaining industries reached US$ 597.8 million, taking 21.3%.

The country had 32 provinces and cities directly under the central management which received newly licensed FDI projects from 31 nations and territories in two beginning months of the year.

5. Trade, prices, transport and tourism

a. Retail sales of consumer goods and services


Generally, in two beginning months of the year, total retail sales of consumer goods and services were estimated to reach 587 trillion dongs, increased by 9.7% against the same period last year (if the price factor were excluded, the growth rate would be 8.3%). By kinds of economic activity, retail sales of goods achieved 446.7 trillion dongs, accounted for 76.1% of the total and grew by 10% from the similar period last year, of which some industries had good growth rate such as grain food and foodstuff with a rise of 12.5%; appliances and tools; garment with a rise of 10.6%; family appliances and equipments with an increase of 10.4%; means of transport with an increase of 6.8%; culture, education with a growth of 3%.

Accommodation and catering services in two beginning  months of the year was estimated to reach 68.6 trillion dongs, represented 11.7% of the total and grew by 8% against the same period last year. Travelling service in two beginning months of the year achieved an estimate of 4.8 trillion dongs, accounted for 0.8% of the total and went up by 9.2% over the last year’s similar period.

b. Exports – Imports

Generally, in two beginning months of the year, export turnovers was estimated to reach US$ 23.7 billion, increased by 2.9% from the same period last year, of which the domestic economic sector achieved US$ 7.1 billion, increased by 4.2%; the FDI sector (including crude oil) gained US$ 16.6 billion, grew by 2.3%. About the export market in two beginning month of this year, the United States was still the biggest export market of Vietnam with an export turnover of US$ 5.1 billion, a rise of 15.5% compared to the last year’s same period. Followings were EU with US$ 4.7 billion, a rise of 6.4%; ASEAN with US$ 2.5 billion, a decrease of 12.3%; China with US$ 2.3 billion, an increase of 3.5%; Japan with US$ 2.1 billion, 4.1% increase; South Korea with US$ 1.3 billion, a rise of 15.1%.

Import turnovers in two beginning months of the year reached an estimate of US$ 22.8 billion, down 6.6% from the similar period last year, of which the domestic economic sector gained US$ 9.2 billion, 4.8% decrease; the FDI sector achieved US$ 13.6 billion, a decline of 7.7%. Import turnovers in two beginning months of the year from most of major markets went down against the identical period, of which imports from China was estimated to gain US$ 7 billion, down 5.6% (trade deficit with this market was about US$ 4.7 billion, down 9.6%); the next were South Korea with US$ 3.9 billion, down 4.8%; ASEAN with US$ 3.2 billion, down 7.6%; Japan with US$ 1.9 billion, down 9.5%; EU with US$ 1.3 billion, down 26.6%; the United States with US$ 1 billion, down 4.2%.

Generally, in two begining months of the year, trade surplus was US$ 865 million, of which the domestic economic sector had a trade deficit of US$ 2.1 billion; the FDI sector (including crude oil) had a trade surplus of US$ 2.9 billion.

c. Consumer price indexes (CPI), gold and US dollar price indexes

CPI in February 2016 grew by 0.42% from the previous month, mainly due to the increase in consumption demands during Tet festival. Of 11 main groups of commodities and services, 8 groups whose CPI went up from the previous month included the food and catering service with a rise of  1.98% (grain food rose 0.66%; foodstuff rose 2.45%); drinks and tobacco with a growth of 1.15%; culture, entertainment and tourism with a rise of 0.71%; garment, hats, footgear with a growth of 0.45%; education with an increase of 0.26%[5]; family appliances and equipments with a rise of 0.19%; medicaments and health service with a growth of 0.06%. Remaining groups whose CPI declined included the transport with a decrease of 3.96%, mainly due to adjusting to reduce the domestic petrol price at the time of 19 January 2016 and 03 February 2016 (making prices of the group of fuels down 8.81%, and making the general CPI down about 0.39%); housing and constructional materials with a decrease of 0.41%; postal and communicational service with a decline of 0.16%.

CPI in February 2016 raised by 0.42% over December 2015 and by 1.27% from the same period last year. Average CPI in two beginning months of the year went up by 1.03% compared to 2015’s identical period.

Gold price index in February 2016 increased by 3.02% from the previous month; grew by 2.78% over December 2015 and dropped by 5.42% against the same period in 2015. US dollar price index in February 2016 fell by 0.64% from the previous month; went down by 0.46% from December 2015 and rose 4.82% compared to 2015’s similar period.

Core inflation in February 2016 increased by 0.56% compared to the previous month and by 1.93% over the same period last year. Core inflation in two beginning months of this year rose 1.82% against the similar period in 2015.

d. Carriage of passengers and cargos


Passenger carriage in two beginning months of the year was estimated to reach 590.1 million passengers, raised by 7.8% and 28.5 billion passengers-kilometers, by 7.6% from the same period in 2015. Passengers carried by road in two months achieved an estimate of 556.4 million passengers, a rise of 8% and 18.6 billion passengers-kilometers, a rise of 7.1% from the same period last year; by airway: 5.5 million passengers, an increase of 9.8% and 8.5 billion passengers-kilometers, an increase of 8.3%; by railway: 1.6 million passengers, a drop of 7.4% and 0.9 billion passengers-kilometers, an increase of 14.4%; by seaway: 1 million passengers, 4.9% increase and 44.8 million passengers-kilometers, 4.5% growth.

Cargo carriage in two beginning months of the year reached an estimate of 201.1 million tons, up 6.7% and 39.9 billion tons-kilometers, up 3.3% from the last year’ same period. Of which the domestic transport gained 195.6 million tons, increased by 6.9% and 18.4 billion tons-kilometers, by 6.4%; overseas transport reached 5.5 million tons, grew by 2.1% and 21.5 billion tons-kilometers, by 0.8%. Cargo transport by road obtained 156 million tons, up 7.7% and 9.7 billion tons-kilometers, up 9.5%; by waterway: 34.2 million tons, up 4.9% and 7 billion tons-kilometers, up 4.5%; by seaway: 10 million tons, up 1.5% and 22.6 billion tons-kilometers, up 1.3%; by railway: 0.9 million tons, a decline of 22% and 0.5 billion tons-kilometers, down 26%.

e. International visitors to Vietnam


Generally, in two beginning months of the year, international visitors to Vietnam was estimated to reach 1638.7 thousand arrivals, up 16% from the same period last year, of which visitors coming by airway gained 1326.7 thousand arrivals, up 14.2%; by road: 287.8 thousand arrivals, up 31.3%; by seaway: 24.2 thousand arrivals, down 21.7%.

In two beginning months of this year, visitors to Vietnam from Asia achieved 1107.4 thousand arrivals, increased by 20.3% against the similar period last year. Visitors from Europe gained an estimate of 295.6 thousand arrivals, went up by 7.5% from the last year’s identical period. Visitors from America reached 156.9 thousand arrivals, rose 11.3% over the same period last year.

6. Social issues

a. People’s life and social security

Generally, in two beginning months of the year, the country had 80.6 thousand times of households suffering from food shortage, corresponding to 323.4 thousand persons suffering from food shortage, up 62% compared to the similar period in 2015. To overcome the problem, from the beginning of the year, all administrative levels, sectors and localities provided difficult families with 6.8 thousand tons of grain food and 572 million dongs. 3.8 thousand tons of grain food and 535 million dongs were given only in February.

The work of social security on Lunar New Year was paid attention by all administrative levels. According to preliminary report, 7.4 million gifts with the total value of 2.9 trillion dongs were given to martyrs’ families, families who have the special contribution to the country, policy beneficiary objects and 914.3 billion dongs were provided to poor households for celebrating Tet festival.

b. Epidemic diseases and food poisoning


Generally, in two beginning months of the year, the country had 4 thousand cases of hand, foot, mouth disease; 18.6 thousand cases of hemorrhagic fever (04 died); 21 cases of typhoid; 32 cases of virus encephalitis; 05 cases of meningococcal disease.

Total number of alive HIV-infected persons over the country as of 15 February 2016 was 227.2 thousand persons, of which 84.5 thousand cases turned to AIDS. The number of persons died of AIDS over the country as of above time was 86.6 thousand persons.

From 17 December 2015 to 16 February 2016, the country had 11 serious cases of food poisoning, infecting 784 persons, of which 01 cases died.

c. Traffic accidents

Generally, in two beginning months of the year, the country had 3618 cases of traffic accidents, including 1830 cases of traffic accidents and 1788 cases of traffic crashing, killing 1590 persons, injuring 1269 persons and injuring slightly 2098 others. In comparison with the same period last year, cases of the traffic accidents in two months decreased by 11.9% (cases of traffic accidents less serious and more reduced by 1.1%; cases of traffic collision by 20.8%); the death rose 1.5%; the injured persons grew by 15.7%; and slightly injured persons declined by 21.4%. On average, each day in two beginning months of the year, the country had 58 cases of traffic accident, including 30 cases of traffic accidents and 28 cases of traffic crashing, killing 26 persons and injuring 20 persons and injuring somewhat 34 others.

d. Damage by natural calamity

The extreme cold weather along with big rain and flood-tide in the month affected the production and people’s life in some localities. According to preliminary report, natural calamity made 11.5 thousand hectares of rice, 6.6 thousand hectares of vegetables, 155.1 thousand hectares of forestry trees and 1.1 thousand hectares of aquaculture damaged; over 13 thousand heads of cattle and more than 720 tons of aquatic products of all kinds died. Total value of damage caused by the disaster in the month was estimated over 710 billion dongs.

e. Fire and explosion, environment protection

Generally, in two beginning months of the year, the country had 642 cases of fire and explosion, killing 6 persons and injuring 59 others, total value of damage was estimated about 153 billion dongs.
