SOCIO-ECONOMIC SITUATION IN 7 MONTHS OF 2017

1. Agriculture, forestry and fisheries

a. Agriculture

As of July 15, the country cultivated 1,056.3 thousand hectares of winter rice, equaling 105.9% over the same period last year, of which provinces in the North sowed 897.2 thousand hectares, equaling 105.5 %. In the Red River Delta, 423.6 thousand hectares were cultivated, equaling 103.7%; Southern provinces cultivated 159.1 thousand ha, equaling 108.6%. By mid-July, the country cultivated 2,096.2 thousand hectares of summer-autumn rice, equaling 100.1% over the same period last year, of which 173.3 thousand ha were in the northern provinces, equaling 104%; Southern provinces reached 1,923 thousand ha, equaling 99.8%.

As of mid-July, 859.2 thousand hectares of maize were planted in the whole country, equaling 102.9% of the same period last year; 101.3 thousand ha of sweet potato, equaling 106.6%; 55.4 thousand hectares of soybeans, equaling 101.7%; 173 thousand hectares of peanuts, equaling 104%; Vegetables and beans alone accounted for 850.4 thousand ha, equaling 98.6%.

b. Forestry

c. Fishery

Generally for seven months of 2017, aquaculture output was estimated at 4,006.2 thousand tons, up 4.4% over the same period last year, of which aquaculture output reached 2,056.6 thousand tons, up 4.1%; Production of exploited aquatic products reached 1,949.6 thousand tons, up 4.7%.

2. Industrial production

Generally for 7 months of 2017, the manufacturing index of the whole industry increased by 6.5% over the same period last year, lower than the increase of 7.2% of the same period in 2016[1] but higher than the increase of 6.3% of In the first 6 months of this year.

Generally for the first six months of the year, the processing sectors consumption index increased by 8.4% over the same period of 2016. Inventory index of the whole processing industry at July 1, 2017 increased by 10.4% over the same period last year. The average inventory level of the whole processing industry in the first 6 months of 2017 is 71.1%.

The number of employees working in industrial enterprises as of July 1, 1977 increased by 3.9% against the same period last year, of which state-owned enterprises decreased by 2.2%; Non-state enterprises increased by 0.6%; Foreign direct investment enterprises increased by 7.1%.

3. Business registration status[2]

In 7 months, the country has 72,953 newly registered enterprises with a total registered capital of VND690.7 trillion, up 13.8% in enterprises and 39% in registered capital over the same period of 2016; the average registered capital of newly established enterprises was VND9.5 billion, up 22.2%[3]. If including 979.8 trillion of nearly 21.4 thousand turns of enterprises who changed to increase the capital, the total registered capital added to the economy in 7 months of 2017 is 1670.5 trillion. In addition, 17,549 businesses returned to operation, up 5% over the same period last year, bringing the total number of newly registered enterprises and enterprises returning to operation in seven months to more than 90, 5 thousand enterprises. Total number of registered laborers of newly-established enterprises in 7 months was 720.8 thousand people, decreased 3.2% over the same period last year.

The number of enterprises completing dissolution procedures in the first 7 months of 2017 is 6,608, increasing by 2.9% over the same period last year (in the same period of 2016, the increase was 17.7%), of which 6,104 enterprises had capital size of less than 10 billion dong, accounting for 92.4%. By type of enterprise, 2,705 one-member limited liability companies accounted for 40.9% of the total number of dissolved enterprises; 1,936 two-member limited liability companies (accounting for 29.3%); 1,116 private enterprises (accounting for 16.9%) and 851 joint stock companies (accounting for 12.9%).

The number of enterprises temporarily suspended for seven months was 43,274, up 19.5% against the same period last year, including 15,866 enterprises registered for temporary termination of business, up 16.2% and 27,408 business unregistered or waiting for dissolution, up 21.5%. Of the total number of registered businesses temporarily suspended for business, there are 6,639 one-member limited liability companies (accounting for 41.8%); 5,023 limited liability companies with 2 members (accounting for 31.7%); 2,700 joint stock companies (17%); 1,502 private enterprises (9.5%) and 2 partnerships. For businesses suspending non-registered or awaiting dissolution, there are 12,093 one-member limited liability companies (accounting for 44.1%); 8073 limited liability companies with 2 members (accounting for 29.5%); 5,362 joint stock companies (19.5%) and 1,880 private enterprises (6.9%).

4. Investment

Total investment in the first seven months of this year was VND 140.2 trillion, equaling 47.2% of the yearly plan and rising by 7.3% over the same period last year, including: The central managed budget- VND31.8 trillion, equaling 45.2% of the full year target and up 5.7% over the same period last year; Local managed funds- VND 108.4 trillion, equal to 47.8% of the year plan and up 7.8% over the same period of 2016.

Foreign direct investment from the beginning of the year to July 20, 1977 attracted 1,378 new licensed projects with registered capital of $ 12.9 billion, a decrease of 2.1% in number of projects and an increase of 48 7% of registered capital over the same period of 2016. In addition, there were 677 projects licensed from the previous years registered to adjust investment capital with additional capital of 5.9 billion USD, increasing 38.5% over the same period last year, bringing the total new registered capital and additional capital in the first seven months of 2017 to US $ 18.8 billion, up 45.3% over the same period in 2016.

In the first seven months of 2017, 2,946 shares were contributed by foreign investors with a total capital contribution of $ 3.1 billion. Thus, the total registered capital of new projects, additional capital and investment in the form of capital contribution and share purchase in 7 months reached 21.9 billion, up 52% ​​over the same period last year. Foreign direct investment (FDI) was estimated at $ 9.1 billion, up 5.8% over the same period last year.

In the first seven months of this year, 53 provinces and centrally-run cities have new licensed foreign direct investment projects in 62 countries and territories.

5. State budget revenues and expenditures

Total state budget revenue from the beginning of the year to 15/7/2017 was estimated at 584.6 trillion VND, equaling 48.2% of the yearly estimate, of which domestic revenue was VND 462.6 trillion, equaling 46.7%; Revenue from crude oil was 24.6 trillion VND, equaling 64.1%; The balance of revenues from import and export activities was VND 96.1 trillion, equaling 53.4%. In the domestic revenue, land use fees reached 56 trillion VND, equaling 87.9% of the yearly estimate; Personal income tax revenue was VND 43.8 trillion, equaling 54.1%; Public non-state taxes, trade and services 90.5 trillion, equaling 46.6%; Environmental protection tax collected VND 20.4 trillion, equaling 45.1%; Income from foreign invested enterprises (excluding crude oil) was VND 84.2 trillion, equaling 41.9%; Revenue from state owned enterprises is VND95 trillion, equaling 33.2%.

Total state budget expenditures from the beginning of the year to 15/7/2017 were estimated at 646.4 trillion VND, equaling 46.5% of the yearly estimate, of which regular expenditures were 474 trillion VND, equaling 52, 9%; Interest payments 60.1 trillion, equaling 60.8%; only new development investment reached VND 110.4 trillion, equaling 30.9% of the yearly estimate. Loan repayment from the beginning of the year to 15/7/2017 is estimated at 110 trillion VND, equaling 67.1% of the yearly estimate.

6. Trade, price, transport and tourism

a. Retailing of goods and sales of consumer services

Generally for 7 months, the total retail sales of goods and services reached VND2,248.9 trillion, up 10% over the same period last year, if excluding the price factor it rose 8.7% (higher than the increase of 8.4% of the same period in 2016). By sector, retail sales of goods in 7 months were estimated at VND1,685.6 trillion, accounting for 74.9% of the total and up 10% over the same period last year, of which food was up 10.7%; Garments increased by 9.6%; Furniture, appliances, home appliances by 8.9%; Means of transport increased by 7.8%; Cultural and educational items increased by 4.8%.

Revenue from accommodation and food & beverage services in 7 months was estimated at VND 278.6 trillion, accounting for 12.4% of the total and up 11.6% over the same period last year (higher than the increase of 8.8% of the same period in 2016). Revenue from tourism in 7 months this year was estimated at 19.8 trillion VND, accounting for 0.9% of the total and up 9.5% over the same period last year. Turnover from other services was estimated at 264.8 trillion VND, accounting for 11.8% of the total and 8.4% over the same period last year.

b. Exports and imports

Generally for 7 months, the export turnover was estimated at 115.2 billion USD, up 18.7% over the same period in 2016, of which the domestic economic sector reached 32.2 billion USD, increasing 14, 6%; the foreign invested sector (including crude oil) reached $ 83.0 billion, an increase of 20.3%.

In terms of export markets, the United States remains Vietnams largest export market with a seven month turnover of $ 23.4 billion, up 9.9% over the same period last year; Followed by the EU with $ 21.5 billion, up 12.8%; China reached $ 15.5 billion, up 42.6%; ASEAN reached $12.3 billion, up 27.1%; Japan reached $ 9.6 billion, up 20.6%; Korea reached $ 7.6 billion, up 26.4%.

Generally for 7 months, import turnovers were estimated at $ 118.3 billion, up 24% over the same period last year, of which the domestic economic sector gained $ 46.9 billion, up 18.4%; the foreign invested sector reached $ 71.4 billion, an increase of 28.1%.

Regarding import market, China remains the largest import market of Vietnam with the turnover of USD 31.7 billion, up 15.8% over the same period of 2016; Korea followed with $ 26.7 billion, up 50.8%4( In 7 months 2017, Vietnam trade deficit from China 16.3 billion, down 1.7% over the same period in 2016; Trade deficit from Korea was 19 billion USD, an increase of 63.5%).; ASEAN reached 16 billion USD, up 19.7%; Japan reached $ 9.2 billion, up 11.6%; EU reached 6.8 billion USD, up 14.8%; The United States reached $ 5.5 billion, an increase of 22.7%.

c. Consumer price index, gold price index and US dollar price index

The average consumer price index in the first seven months of 2017 rose by 3.91% over the same period last year. CPI in July increased by 0.31% compared to December 2016 and by 2.52% over the same period last year.

The seven month average basic inflation rose 1.49% over the same period in 2016.

Gold price index in 7/2017 decreased by 0.88% over the previous month; increased by 2.25% compared to December 2016 and decreased by 1.80% over the same period last year. USD price index in July 2017 increased 0.09% over the previous month; down 0.03% from December 2016 and up 1.80% over the same period in 2016.

Cargo traffic in July was estimated at 119.8 million tons, up 0.8% month on month and 22.3 billion tons-kilometers, down 0.7%. Visitors from Europe were estimated at 1,114.7 thousand, increasing by 22.2% over the same period last year. Visitors from the Americas reached 505 thousand people, up 10.6% over the same period last year.

7. Social issues

a. Farmers’ food shortage

Generally for seven months in 2017, the country has 158.8 thousand hunger household households, down 32.3% over the same period last year, equivalent to 651 thousand hunger people, down 33%. To overcome hunger, from the beginning of the year to now, levels, branches and organizations from the central to local levels have provided food shortage households with 17.2 thousand tons of food and about 1.1 billion VND.

b. Disease and  food poisoning situation

Generally, in 7 months, there were nearly 31.6 thousand cases of foot and mouth disease in the whole country; 53.4 thousand cases of viral hemorrhagic fever (14 deaths); 331 cases of typhoid; 385 cases of encephalitis virus (13 deaths); 22 cases of meningococcal meningitis (3 deaths); 93 cases of Culex tritaeniorhynchus encephalitis (3 deaths); 27 cases of Zika virus infection; 438 cases of pertussis (5 deaths) and 107 cases of human streptococcus (9 deaths)).

The total number of HIV-infected people living in the country as of 17/7/2017 was 218.8 thousand, of which 90.2 thousand had AIDS; the death toll from HIV / AIDS in the country to date was 91.4 thousand people.

Between December 18, 2016 and July 17, 2007, there were 64 serious food poisoning cases in the whole country. 1,955 persons were poisoned, of which 17 died.

c. Traffic accidents

Generally, in seven months of 2017, 11,172 traffic accidents occurred in the whole country, including 5,548 less serious traffic accidents and 5,624 traffic collisions, causing 4,761 deaths, 2,800 injured persons and 6,436 were slightly injured. Compared to the same period last year, the number of traffic accidents decreased by 5.8% in the first seven months of this year (traffic accident from less serious and up 4.8%, traffic crash 6 , 7%); Number of deaths decreased by 5.2%; The number of injured people decreased by 15.7% and the number of minor injuries decreased by 7.6%. Of the total of 5,548 traffic accidents of less than 7 months, 5,391 (97.2%) occurred in roads, causing 4,644 deaths and 2,754 injuries; Rail traffic accidents were 90, causing 78 deaths and 30 injuries; Waterway and maritime accidents have 67 accidents, causing 39 deaths and 16 injuries. On average, in the first 7 months of 2017, there are 53 accidents in the whole country, including 26 traffic accidents of less serious and 27 traffic crashes, 22 deaths, 13 were injured and 30 were slightly injured.

d. Damage caused by natural disaster

Generally, in 7 months 2017, natural disasters left 75 dead, missing and 77 wounded; Nearly 25.9 thousand houses suffered from landslide, roof blown away, collapsed; 33.8 thousand ha of rice and 18.1 thousand ha of crops were flooded or damaged. Total damage value in 7 months is estimated at 2.3 trillion VND.

e. Environmental protection and fire protection

Generally, in 7 months of 2017, 10,776 cases of violations of regulations on environmental protection have been discovered in the whole country, of which 8,927 cases have been handled with a total fine of more than 124 billion VND.

Generally, in the first 7 months of this year, there were 2,659 fires, explosions, 60 deaths and 159 injuries, estimated damage was about 1,137 billion VND.
