SOCIAL AND ECONOMIC SITUATION IN NOVEMBER 2017

1. Agriculture, forestry and fishery

a. Agriculture

As of mid-November, the country harvested 1232.5 thousand hectares of winter rice, accounting for 69.9% of the cultivated area and equaling 99.4% of the harvested area in the same period last year. Generally, the cultivated area of winter rice this year was estimated to reach 1763.5 thousand hectares, a decrease of 17.5 thousand hectares compared to the same crop last year; the productivity gained 4600 kilograms per hectare, down 140 kilograms per hectare; the production gained nearly 8.2 million tons, a drop of 327.3 thousand tons.

As of November 15, 2017, the country cultivated 95.3 thousand hectares of maize, equaling 79% from the similar period last year; 19.2 thousand hectares of sweet potato, equaling 66.2%; 7.1 thousand hectares of soybean, equaling 41.2%; 6.2 thousand hectares of peanut, equaling 98.4%; 132.5 thousand hectares of vegetables, equaling 86.4%.

According to the result of the animal husbandry survey, as of October 01, 2017, the country’s flock of buffaloes had 2.5 million heads, down 1.1% from the same period in 2016; flock of oxen had 5.6 million heads, up 2.6%; flock of pigs had 27.3 million heads, down 6.2%; flock of poultry had 385.2 million heads, up 6.5%.

b. Forestry

Generally, in eleven months, the concentrated planted forest area was estimated to reach 207.5 thousand hectares, up 0.7% compared to the same period last year; the number of separate planted trees gained 93.1 million trees, an increase of 0.1%; wood production gained 9758 thousand m3, a rise of 7.6%; firewood production reached 24.2 million steres, equivalent to the production in the same period in 2016.

In general, in eleven months, damaged forest area was 1489 hectares, down 56% against the same period last year, of which the burnt forest area was 471 hectares, down 79.8%; destroyed area was 1018 hectares, down 3.1%.

c. Fishery

Generally, in eleven months, fish production was estimated to reach 6478.3 thousand tons, up 4.8% from the identical period last year, of which the production of aquaculture gained 3422.3 thousand tons, up 5.1%; yield of fishing caught achieved 3056 thousand tons, up 4.5% (sea catching reached 2874.5 thousand tons, up 4.6%).

2. Industry

Generally, in eleven months of 2017, the index of industrial production (IIP) for the whole industry increased by 9.3% over the similar period last year, higher than the growth rate of 8.7% of this year’s ten months and much higher than the 7.4% growth rate of the same period in 2016[1].

Generally, in ten months, consumption index for the whole manufacturing increased by 12.6% over the identical period in 2016 (it grew by 8.3% in the same period last year). Stock index for the entire manufacturing as of November 01, 2017 jumped up by 9.3% from the same period last year (the growth rate was 8.8% in the similar period in 2016). Average stock rate in ten months of 2017 was 65.6% (it was 66.9% in the same period last year).

The number of employees working in industrial enterprises as of November 01, 2017 rose by 5% compared to the same period last year, of which employees in the State enterprise sector decreased by 0.5%; employees in the non-State enterprise sector grew by 3.2%, and employees in the FDI enterpsise sector went up by 7%. At the same time, the number of employees working in the mining and quarrying sector decreased by 5.6% over the same period last year; manufacturing sector was up 5.5%; electricity production and distribution sector fell by 1.6%; water supply and waste treatment sector dropped by 0.1%.

3. Business registration situation [2]

Generally, in eleven months of this year, the country had 116045 newly registered enterprises with a total registered capital of 1131.8 trillion dongs, an increase of 14.1% in the number of enterprises and 41.9% rise in the registered capital compared to the same period in 2016. Average registered capital per newly established enterprise reached 9.8 billion dongs, up 24.3%[3]. Including 1582.6 trillion dongs of over 32.2 turns of enterprises changed the capital increase, the total registered capital added to the economy in eleven months of 2017 was 2714.4 trillion dongs. In addition, there were 24349 enterprises returning to operation, down 0.9% over the same period last year, bringing the total number of newly registered enterprises and re-operated enterprises for 11 months to 140.4 thousand enterprises. Total number of registered laborers of newly established enterprises in eleven months was 1065 thousand people, down 8% over the same period last year.

The number of enterprises which finished the procedure for dissolution in eleven months of 2017 was 10814 ones, an increase of 3.3% from the same period last year, of which there were 9905 enterprises with capital size of less than 10 billion dongs, accounting for 91.6%. By types of enterprise, of the total number of enterprises which finished the procedure for dissolution, there were 4627 single member limited liability companies (accounting for 42.8%); 3141 two-member limited liability companies (accounting for 29.1%); 1647 private businesses (accounting for 15.2%); 1396 joint-stock companies (representing 12.9%); and 03 partnerships.

The number of temporarily ceased enterprises in eleven months was 55664 ones, a rise of 3% from the identical period last year, including 20821 enterprises registered for time-limited temporary cessation of operation, up 10.2% and 34843 enterprises temporarily suspended operation without registering or waiting for dissolution, down 0.9%.

4. Investment

Generally, in eleven months of this year, realized investment capital under the State budget reached 252.8 trillion dongs, equaling 82.9% of the annual plan and up 7.7% from the same period in 2016, of which the capital under central management obtained 56.9 trillion dongs, equaling 80.5% of the annual plan and up 4% from the same period last year; the capital under local management achieved 195.9 trillion dongs, equaling 83.6% of the yearly plan and up 8.8% from the same period last year.

From the beginning of the year to November 20, 2017, FDI attracted 2293 newly licensed projects with the total registered capital of US$ 19.8 billion, up 2.4% in the number of projects and 52% in the registered capital against the similar period in 2016. Besides, there were 1100 times of license-granted projects from previous years registered to adjust investment capital with the additional capital of US$ 8 billion, up 57.6% from the same period last year, bringing the total of newly registered capital and additional capital in eleven months of 2017 to US$ 27.8 billion, up 53.5% from 2016’s same period.

In eleven months of this year, there were 4535 times of capital contribution and share purchase of foreign investors with a total capital contribution of US$ 5.3 billion. Thus, the total registered capital of new projects, additional capital and investment in the form of capital contribution and share purchase in eleven months reached US$ 33.1 billion, up 53.4% from the same period last year. Realized FDI capital in eleven months was estimated to gain US$ 16 billion, a rise of 11.9% from the similar period in 2016.

In eleven months of this year, 58 provinces and centrally-run cities had foreign direct investment projects from 79 countries and territories.

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to November 15, 2017 achieved an estimate of 999.1 trillion dongs, equaling 82.4% of the annual estimate, of which domestic revenues reached 790.4 trillion dongs, equaling 79.8%; collecting from crude oil achieved 39.5 trillion dongs, equaling 103.2%; from export-import balance gained 164.8 trillion dongs, equaling 91.5%. In domestic revenues, land use fees reached 92.1 trillion dongs, equaling 144.5% of the yearly estimate; personal income tax revenue was 68.6 trillion dongs, equaling 84.7%; environmental protection tax collected 35.9 trillion dongs, equaling 79.6%; 152.3 trillion dongs were collected from non-State industrial, commercial and service taxes, equaling 78.3%; revenue from foreign-invested enterprises (excluding crude oil) was 139.8 trillion dongs, equaling 69.5%; revenue from State owned enterprises was 184.7 trillion dongs, equaling 64.5%.

Total government expenditures from the beginning of the year to November 15, 2017 was estimated at 1065.7 trillion dongs, equaling 76.6% of the yearly estimate, of which regular expenditures were 773 trillion dongs, equaling 86.2%; expenditure on interest payment was 84.7 trillion dongs, equaling 85.7%; expenditure on development investment achieved 203.1 trillion dongs, only equaling 56.9% of the annual estimate (of which expenditure on capital construction reached 198.1 trillion dongs, equaling 56.2%). The principal repayment from the beginning of the year to November 15, 2017 was estimated at 145.7 trillion dongs, equaling 88.9% of the yearly estimate.

6. Trade, prices, transport and tourism

a. Retail sales of consumer goods and services

Generally, in eleven months, total estimated retail sales of consumer goods and services reached 3600.7 trillion dongs, up 10.7% over the same period last year, if excluding the price factor, the growth rate was 9.5% (the growth rate was 8.9% in the similar period in 2016).

By kinds of economic activity, retail sales of goods in eleven months gained an estimate of 2697.5 trillion dongs, accounting for 74.9% of the total and up 10.8% over the similar period last year. Estimated sales of accommodation and catering services attained 445.3 trillion dongs, accounting for 12.4% of the total and up 11.2% from the same period last year. Sales of travelling achieved an estimate of 33.7 trillion dongs, taking 0.9% of the total and up 16.2% against the similar period last year. Sales of other services achieved 424.2 trillion dongs, holding 11.8% of the total and up 9.6% compared to 2016’s identical period.

b. Exports and imports of goods

Generally, in eleven months of this year, export turnovers of goods was estimated to reach US$ 193.8 billion, up 21.1% from the same period last year, of which the domestic economic sector achieved US$ 53.1 billion, up 16.8%; the FDI sector (including crude oil) gained US$ 140.7 billion, 22.8% rise.

About the export market in eleven months of this year, the United States was still the leading market with US$ 38.1 billion, a rise of 9.5% compared to 2016’s same period; followed by EU with US$ 35 billion, an increase of 13.9%; China with US$ 30.3 billion, up 54.2%; ASEAN with US$ 19.8 billion, up 25.8%; Japan with US$ 15.2 billion, a rise of 14.9%; South Korea with US$ 13.6 billion, a growth of 30.4%.

Generally, in 11 months of 2017, import turnovers reached an estimate of US$ 191.0 billion, up 21% from the same period last year, of which the domestic economic sector gained US$ 76.5 billion, up 17.9%; the FDI sector achieved US$ 114.5 billion, up 23.2%.

About the import market in eleven months of 2017, China was still the biggest import market of Vietnam with the turnover of US$ 52.1 billion, up 15.5% against the corresponding period last year[4]. It was followed by South Korea with US$ 42.4 billion, an increase of 46%[5]; ASEAN with US$ 25.4 billion, a rise of 17.5%; Japan with US$ 14.7 billion, 7.5 % increase; EU with US$ 11 billion, up 10.5%; the United States with US$ 8.4 billion, up 7%.

Generally, in eleven months of 2017, Vietnam had trade surplus of US$ 2.8 billion, of which the domestic economic sector had trade deficit of US$ 23.4 billion; the FDI sector had trade suplus of US$ 26.2 billion.

c. Consumer price indexes (CPI), gold and US dollar price indexes

Average CPI in eleven months of this year increased by 3.61% against 2016’s similar period. CPI in November 2017 grew by 2.38% over December 2016 and by 2.62% from the same period in 2016.

Core inflation in November 2017 grew by 0.06% compared to the previous month and by 1.28% over the same period last year. Average core inflation in eleven months rose by 1.42% against the similar period in 2016.

Gold price index in November 2017 reduced by 0.3 % over the previous month; increased by 4.86% compared to December 2016; and moved up by 2.22% over the same period last year. The US dollar price index in November 2017 decreased by 0.01% over the previous month and by 0.07% compared to December 2016 and went up by 1.45% over the same period in 2016.

d. Carriage of passengers and cargos

Generally, in eleven months, passenger carriage reached 3717.2 million passengers, up 10.8% over the corresponding period last year and 165.9 billion passengers-kilometers, up 8.9%. Of which passengers carried by road achieved 3502.9 million passengers, a rise of 11.2% and 113.5 billion passengers-kilometers, a rise of 8.4%; passengers carried by inland waterway gained 157.7 million passengers, an increase of 3.5% and 2.9 billion passengers-kilometers, a growth of 8.6%; passengers carried by seaway attained 6.2 million passengers, 12.7% increase and 331.3 million passengers-kilometers, 17.1% growth. Passenger carriage by airway reached the fair growth rate with 41.6 million passengers, an increase of 13.8% and 45.7 billion passengers-kilometers, an increase of 10.3%. Passenger carriage by railway gained 8.8 million passengers, a drop of 3.7% and 3.4 billion passengers-kilometers, a rise of 6.6% from the same period in 2016.

Generally, in eleven months, cargo carriage reached 1314.7 million tons, up 10.3% compared to the identical period last year and 224.9 billion tons-kilometers, up 7%, of which the domestic transport gained 1284.6 million tons, an increase of 10.6% and 123.8 billion tons-kilometers, a rise of 12.2%; overseas transport reached 30.2 million tons, up 0.5% and 121.1 billion tons-kilometers, up 2.1%. By types of transport, cargo transport by road obtained 1019 million tons, up 10.9% and 65.5 billion tons-kilometers, up 11.4% compared with the same period last year; cargo transport by inland waterway gained 227 million tons, up 7.9% and 48.2 billion tons-kilometers, up 8.3%; cargo transport by seaway reached 63.4 million tons, up 9.8% and 127.1 billion tons-kilometers, up 4.3%; cargo transport by railway reached 5 million tons, a growth of 7.3% and 3.2 billion tons-kilometers, 9.8% increase; cargo transport by airway achieved 289.8 thousand tons, up 7.8% and 748.3 million tons-kilometers, up 8.6%.

e. International visitors to Vietnam

Generally, in eleven months of this year, international visitors to Vietnam was estimated to reach 11645.8 thousand arrivals, up 27.8% from the same period in 2016, of which visitors coming by airway gained 9881.4 thousand arrivals, up 31%; by road: 1533.9 thousand arrivals, up 16.2%; by seaway: 230.5 thousand arrivals, down 7.7%.

In eleven months, visitors from Asia achieved 8765 thousand arrivals, a rise of 32.6% against the similar period last year. Visitors from Europe gained an estimate of 1718.5 thousand arrivals, an increase of 17% from the last year’s identical period. Visitors from America obtained 745.5 thousand arrivals, up 10.9% over the same period last year.

7. Social issues

a. Farmers’ food shortage

Generally, in eleven months of this year, the country had 175.6 thousand times of households suffering from food shortage, down 33.2% compared to the same period last year, corresponding to 720.7 thousand persons suffering from food shortage, down 33.8%. To overcome this problem, from the beginning of the year to present, all administrative levels, sectors and organizations from central to local level supported difficult households with 21.7 thousand tons of grain food and over 1.1 billion dongs.

b. Epidemic diseases and food poisoning

Generally, in eleven months, the whole country had 163.7 thousand cases of hemorrhagic fever (30 cases died); nearly 95 thousand cases of hand, foot, mouth disease; 574 cases of typhoid; 680 cases of virus encephalitis (22 cases died); 51 cases of meningococcal disease (03 cases died); 213 cases of Japanese encephalitis (10 cases died); 34 cases of Zika virus infection; 552 cases of whooping cough (05 cases died) and 157 human cases of streptococcus suis infection (13 cases died).

As of November 17, 2017, the total number of alive HIV-infected persons over the country was 209.7 thousand persons and 90.3 thousand cases turned to AIDS. The number of persons died of HIV/AIDS over the country as of above time-point was 93.6 thousand persons.

Regarding food poisoning, there were 9 cases occured in the month with 295 poisoned persons, of which 2 cases died. From December 18, 2016 to November 17, 2017, the whole country had 102 serious cases of food poisoning, making 3169 persons poisoned, of which 22 cases died.

c. Traffic accidents

In eleven months of 2017, 18384 traffic accidents occurred in the whole country, including 8906 traffic accidents of less serious or more and 9478 traffic crashes, making 7604 persons died, 4654 ones injured and 10535 ones slightly injured. Compared with the same period last year, the number of traffic accidents in eleven months of this year decreased by 5.4% (the number of traffic accidents from less serious and over went down by 3.9%, the number of traffic crashes decreased by 6.7%); Number of dead fell by 3.8%; the number of injured people decreased by 14.5% and the number of minor injuries reduced by 10.3%.

Of the total of 8906 traffic accidents from less serious and over in eleven months, 8651 cases (97.1%) occurred in roads, causing 7427 deaths and 4592 injuries; Railway traffic accidents were 144 cases, causing 125 deaths and 42 injuries; 111 waterway and maritime accidents resulted in 52 deaths and 20 injuries.

On average, in ten months of 2017, there were 55 accidents in the whole country each day, including 27 traffic accidents of less serious or more and 28 traffic crashes, leaving 23 dead, 14 injured persons and 31 slightly injured ones.

d. Damages caused by natural disaster

Generally, in eleven months of 2017, natural calamity made 390 persons died and missing, 657 ones injured; 8500 houses collapsed, swept away and 611.1 thousand houses flooded, landslide, roof blown away; nearly 176 thousand hectares of rice and 133 thousand hectares of vegetables and crops flooded and damaged. The total value of damage caused by natural disasters in eleven months was estimated about 53.2 trillion dongs. According to the preliminary report, the total cash for relieving localities affected by natural disasters from the beginning of the year to present was over 700 billion dongs.

e. Fire and explosion, environment protection

In eleven months of this year, 15935 cases of violating regulations of environment protection were found over the country, of which 13321 cases were treated with total fine of nearly 194.7 billion dongs.

Also in eleven months of 2017, the whole country had 3759 cases of fire and explosion, making 99 persons died and 249 ones injured, the value of damage was estimated about 1700 billion dong
