SOCIAL AND ECONOMIC SITUATION IN 9 MONTHS OF 2017

1. Gross domestic product (GDP) growth

GDP in nine months of 2017 achieved an estimated growth of 6.41% compared with the same period last year, of which it increased by 5.15% in the first quarter; 6.28% in the second quarter; and it was estimated to grow by 7.46% in the third quarter. The growth rate in nine months of this year is higher than the growth rate of 5.99% of the same period in 2016. This confirms the timeliness and effectiveness of the solutions issued by the Government, the drastic direction of all levels, sectors and the synchronous performance of localities. That is a possitive signal for the economy to achieve the growth target of 6.7% for the whole 2017. In the growth rate of 6.41% of the entire economy in nine months of this year, the sector of agriculture, forestry and fishery increased by 2.78%, contributed 0.43 percentage points to the general growth; the sector of industry and construction rose by 7.17%, contributed 2.45 percentage points; the service sector climbed by 7.25%, contributed 2.80 percentage points.

In the sector of agriculture, forestry and fishery, the fishery achieved the highest growth rate of 5.42% against 2016’s same period, contributed 0.17 percentage points to the general growth rate; the forestry reached the growth rate of 5.00%, contributed 0.03 percentage points; the agriculture showed the signs of slowdown compared to the first half of the year when its growth rate was only 1.96%, contributed 0.23 percentage points to the general growth.

In the industrial and construction sector, the industry increased by 6.95%, lower than the growth rate of 9.86% and 7.40% of the same period in 2015 and 2016 respectively, mainly due to the mining and quarrying in nine months of this year fell by 8.08%, reduced 0.57 percentage points of the general growth. The highlight of this sector is the manufacturing with the increase rate of 12.77% (higher than that in the same period in 2016), contributed 2.15 percentage points. The construction maintained the fairly good growth with the rate of 8.30%, contributed 0.47 percentage points to the general growth.

In the service sector, the growth rates of some industries with large proportion were as follows: The wholesale and retail trade increased by 8.16% over the same period last year, it is the industry with the largest contribution to the general growth (0.75 percentage points); the accommodation and catering service grew by 9.00%, contributed 0.35 percentage points; the finance, banking and insurance climbed by 7.89%, contributed 0.40 percentage points; the real estate business moved up by 3.99%, contributed 0.22 percentage points.

About the structure of the economy in nine months of this year, the sector of agriculture, forestry and fishery took the proportion of 14.66%; the sector of industry and construction accounted for 32.50%; the service sector represented 42.67%; product taxes less subsidies on production accounted for 10.17%.

In terms of GDP use in nine months, the final consumption rose by 7.30% from the similar period in 2016, contributed 8.76 percentage points to the general growth; accumulated assets grew by 9.80%, contributed 4.78 percentage points; trade balance of goods and services in trade deficit made the general growth rate decrease 7.13 percentage points.

2. Production of agriculture, forestry and fishery

a. Agriculture

As of mid-September, the country cultivated 1561.1 thousand hectares of winter rice, equaling 98% of the same period last year, of which Northern provinces finished the cultivation with the area of 1132.9 thousand hectares, equaling 98.3%; Southern provinces cultivated 428.2 thousand hectares, equaling 97.4%. Up to this time, early winter rice in the North is going into the firm and ripe stage and has been harvested nearly 61.7 thousand hectares with the estimated productivity of 5003 kilograms per hectare, up 40 kilograms per hectares from the same period in 2016.

The country’s cultivated summer-autumn rice area this year was 2105.9 thousand hectares, equivalent to the same crop last year. As of September 15, 2017, provinces in the South harvested 1731.9 thousand hectares of summer-autumn rice, accounting for 82.2% of the cultivated area and equaling 105% of the same period last year. According to localities’ report, the summer-autumn rice productivity of the whole country this year was estimated to reach 5470 kilograms per hectares, up 80 kilograms per hectare against the same crop in 2016; the production achieved 11.5 million tons, up 179 thousand tons.

As of above time, the harvested autumn-winter rice was 196 thousand hectares, equaling 34% of the cultivated area and equaling 104.8% of the identical period last year. If the weather from now to the end of crop is favorable, the estimated yield for the whole crop will reach 5190 kilograms per hectares, up 120 kilograms against the autumn-winter crop last year.

As of mid-September, the country cultivated 1018.2 thousand hectares of maize, equaling 97.2% of the same period last; 111.2 thousand hectares of sweet potato, equaling to the same period last year; 181.7 thousand hectares of peanut, equaling 96.5%; 79.5 thousand hectares of soya, equaling 92.7%; 977.8 thousand hectares of vegetables, equaling 102.6%.

The planted area of perennial crops in nine months was estimated to be 3366.8 thousand hectares, up 1.5% from the same period last year, of which the industry crops reached 2204.2 thousand hectares, up 1.1%; fruit trees achieved 897.2 thousand hectares, up 3%; oil plants gained 166.8 thousand hectares, up 0.6%; spicy plants, medicinal plants reached 58.1 thousand hectares, down 1.2%; other perennial plants gained 40.4 thousand hectares, up 1.3%. Production of some perennial industrial crops in nine months increased over the same period last year: Pepper was estimated to move up by 9%; rubber grew by 4.4%; coffee jumped up by 1.8%; tea climbed by 1%; only cashew yield fell by 28% due to the appearance of fog at the time of flowering, so many areas are completely lost. Output of some fruit trees was fairly good due to the good consumption market: Dragon fruit in nine months was estimated to increase by 15% from the same period last year; orange moved up by 12%; Mango went up by 10.7%; banana and lemon had the same growth rate of 8.7%; pomelo was up 6.6%; tangerine increased by 6%. Only the yield of lichee went down by 23.3% compared to the similar period in 2016; longan reduced by 2.9% due to the unfavourable weather in the flowering period.

As of mid-September, the country’s flock of buffaloes reduced by 0.5% from the similar period in 2016; flock of oxen raised by 2.7%; flock of poultry went up by 5.3%. The output of  live-weight buffalo meat for slaughter in nine months was estimated to reach 65.8 thousand tons, up 0.9% against the identical period last year; output of live-weight beef achieved 246.7 thousand tons, up 4.9%; production of poultry gained 772.7 thousand tons, up 6.1%; egg attained 7562.7 million pieces, up 7.2%.  The country’s flock of pigs as of mid-September went down by 4.2% from the same period last year. The production of pork living-weight in nine months gained an estimate of 2731.9 thousand tons, increasing by 2% against the similar period last year, of which it reached 521.9 thousand tons in the third quarter, down 2.3%.

b. Forestry

In nine months, the concentrated planted forest area of the country was estimated to reach 162.5 thousand hectares, up 3.2% compared to the same period last year; the number of separate planted trees gained 84.4 million trees, an increase of 2.6%; wood production gained 7916 thousand m3, a rise of 8.1% due to the expanded market for wood products; firewood production gained 21.5 million ster, equivalent to the same period in 2016.

Damaged forest area in nine months of this year was 1316 hectares, down 59.8% against the same period last year, of which the burnt forest area was 471 hectares, down 79.3%; destroyed area was 845 hectares, down 15.8%.

c. Fishery

Fishing production in nine months of this year was estimated to reach 5125.9 thousand tons, moving up by 4.5% over the same period last year, of which fish gained 3699.6 thousand tons, up 4.1%, shrimp reached 603 thousand tons, up 8%.

Production of aquaculture in nine months of this year was estimated to reach 2676.1 thousand tons, increasing by 4.2% over the same period last year, of which fish gained 1909.1 thousand tons, up 2.8%, shrimp reached 480.8 thousand tons, up 9.7%. The country’s yield of fishing caught in nine months achieved an estimate of 2449.8 thousand tons, up 4.8% compared to the same period last year, of which sea catching reached 2304.1 thousand tons, up 5%.

3. Industry

Generally, in nine months of 2017, the index of industrial production (IIP) for the whole industry increased by 7.9% compared to the same period last year, higher than the growth rate of 7.1% in nine months of 2016 and the growth rate of 7.2% in eight months of this year (Of which it went up by 3.9% in the first quarter; 8.1% in the second quarter; 9.7% in the third quarter). In the industrial sector, the manufacturing grew by 12.8%, this is the highest growth rate of this industry for the past several years, contributed 9 percentage points to the general growth rate; the power generation and distribution climbed by jumped up by 8.9%, contributed 0.6 percentage points; the water supply and waste treatment increased 7.8%, contributed 0.1 percentage points; only the mining and quarrying decreased sharply by 8.1%, made the general growth rate reduce 1.8 percentage points.

Consumption index for the whole manufacturing in eight months of 2017 increased by 9.8% over the identical period in 2016. Stock index for the entire manufacturing as of September 01, 2017 jumped up by 9.9% from the same period last year; average stock rate in eight months was 65.5%.

The number of employees working in industrial enterprises as of September 01, 2017 rose by 4.6% compared to the same period last year, of which employees in the State enterprise sector decreased by 3.6%; employees in the non-State enterprise sector grew by 1.6%, and employees in the FDI enterpsise sector went up by 7.5%.

4. Operation of enterprises

a. Business registration situation

Generally, in nine months of this year, the country had 93967 enterprises registered for new establishment with a total registered capital of 902.7 trillion dongs, an increase of 15.4% in the number of enterprise and 43.5% in the registered capital compared to the same period in 2016. The average registered capital per newly established enterprise reached 9.6 billion dongs, up 24.4%.If including 1241.3 trillion dongs of over 27.5 thousand times of enterprises’ changing to raise the capital, the total of additionally registered capital to the economy in nine months of 2017 was 2144 trillion dongs. Besides, there were 21100 enterprises re-operated, up 2.9% over the similar period last year, bringing the total of enterprises registered for new establishment and enterprises re-operated in nine months to over 115 thousand enterprises. Newly established enterprises’ total registered number of employees in nine months was 886.5 thousand persons, down 4.5% from the same period last year.

The number of enterprises which finished the procedure for dissolution in nine months of 2017 was 8736 ones, an increase of 4.4% from the same period last year, of which there were 8022 businesses with capital size of less than 10 billion dongs, accounting for 91.8%. The number of enterprises temporarily suspending operations in nine months  was 49345 ones, a rise of 9.4% from the identical period last year, including 18499 enterprises registered for time-limited temporary cessation of business, up 13.5% and 30846 enterprises suspended operations without registering or waiting for dissolution, up 7.1%.

b. Business trends of enterprises

Survey results on business trends of enterprises in the manufacturing and processing industry in the third quarter of 2017 showed that: 41.5% of enterprises rated their business performance in the third quarter of this year better than the previous quarter; 17.9% of businesses rated difficulties and 40.6% of businesses said that their business situation was stable. Expected fourth quarter compared with the third quarter of this year, 52.6% of businesses would rate the trend improved; 11% of businesses forecast more difficulties and 36.4% of businesses say that the business situation will be stable.

The general trend in the fourth quarter of this year, most enterprises forecast business performance is more optimistic than the third quarter, of which 54.2% ​​of enterprises forecast increased production volume; 9.9% of businesses forecast down and 35.9% of businesses forecast stable. Regarding the number of orders, 48.9% of companies expected to increase in orders; 10.4% of businesses are expected to decrease and 40.7% of businesses are expected to stabilize. Related number of export orders is 39.7%; 10.6% and 49.7%. On employment, 19.3% of enterprises are expected to increase the size of their labor; 7.2% of businesses forecast a decline and 73.5% of businesses think that they will stabilize their size.

5. Service activities

Total estimated retail sales of consumer goods and services in nine months of 2017 reached an estimate of 2917.6 trillion dongs, up 10.5% compared to the same period last year. If the price factor were excluded, the growth rate would be 9.2% (it was 9% in the same period in 2016).

Passenger carriage in nine months was estimated to reach 3013 million passengers, up 11.1% over the same period last year and 137.3 billion passengers-kilometres, up 9%. Cargo carriage in nine months achieved 1066.2 million tons, up 10.4% and 198.2 billion tons-kilometres, up 6.7% from the last year’ same period.

Telecommunication sales in nine months of 2017 were estimated to gain 283.9 trillion dongs, up 8.1% over the similar period in 2016. The total number of telephone subscribers as of the end of September 2016 was estimated to achieve 120.4 million subscribers, down 11.2% over the similar period last year, of which mobile phone subscribers reached 113.2 million ones, down 12.7%, as the Ministry of Information and Communications continues to inspect the providers in the management of trash SIM, expected number of mobile phone subscribes continues to be cut down. The number of fixed broadband Internet subscribers was estimated to be 10.5 million subscribers, up 19.5% from the same period in 2016.

International visitors to Vietnam in nine months was estimated to reach 9448.3 thousand arrivals, up 28.4% from the same period last year, of which visitors coming by airway gained 8013.6 thousand arrivals, up 31.2%; by road: 1244.8 thousand arrivals, up 19.1%; by seaway: 189.9 thousand arrivals, down 6.2%.

In nine months, visitors from Asia reached 7099.2 thousand turns of visitors, up 33.2% over the same period last year; visitors from Europe reached 1394.6 thousand turns, up 19%; arrivals from the America reached 614.3 thousand turns, increasing by 10.7%; visitors from Australia reached 314.1 thousand turns, increasing by 12.4%; visitors from Africa reached 26 thousand turns, up 29.1%.

6. Banking and insurance operations

Up to September 20, 2017, the total means of payment increased by 9.59% over the end of 2016 (same period last year increased 11.76%); capital mobilization of credit institutions increased by 10.08% (same period last year increased by 12.02%); credit growth of the economy reached 11.02% (same period last year increased by 10.46%). Credit institutions actively implement the policies and directions of the State Bank of Vietnam on reducing interest rates; thus, short-term lending rates are reduced by 0.5% pa for priority fields, by 0.5%-1% pa for customers borrowing capital for production and business, at the same time, medium and long term lending rate is reduced to 8% pa for priority fields; carry out lending programs at preferential interest rates for essential sectors in economy development and social security; for the group of customers with transparent financial situation, the short-term lending rate is 4%-5% pa.

Insurance premium revenues of the whole market in nine months were estimated to rise by 18% over the same period in 2016, of which life insurance premium revenues grew by 22%; non-life insurance premium revenues increased by 9%.

7. Development investment

Total realized social investment capital in nine months of 2017 at current prices reached an estimate of 1128.7 trillion dongs, up 12.1% over the similar period last year and equaling 33.9% of GDP, of which the State sector’s capital gained 401.8 trillion dongs, accounting for 35.6% of the total capital and increasing by 7.2% from the identical period last year; the non-State sector’s capital obtained 450.4 trillion dongs, taking 39.9% and growing by 15.9%; the FDI sector’s capital attained 276.5 trillion dongs, representing 24.5% and moving up by 13.5%.

From the beginning of the year to September 20, 2017, FDI attracted 1844 newly licensed projects with the total registered capital of US$ 14.6 billion, up 1.3% in the number of projects and up 30.4% in the registered capital against the similar period in 2016. Besides, there were 878 times of license-granted projects from previous years registering to adjust investment capital with the additional capital of US$ 6.8 billion, up 28.3% from the same period last year, bringing the total registered capital of both newly and additionally financed projects in nine months of 2017 to US$ 21.3 billion, up 29.7% from 2016’s same period. In nine months of 2017, there were 3742 times of contributing capital, buying shares of foreign investors with a total capital contribution of US$ 4.2 billion, up 64% over the same period in 2016. Thus, in general, the total registered capital of newly, additionally financed projects and investment projects in the manner of contributing capital and buying shares in nine months reached US$ 25.5 billion, up 34.3% from the same period last year. Realized FDI capital in nine months was estimated to gain US$ 12.5 billion, up 13.4% from the similar period in 2016.

8. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to September 15, 2017 achieved an estimate of 786.3 trillion dongs, equaling 64.9% of the annual estimate, of which domestic revenues reached 617.7 trillion dongs, equaling 62.4%; collecting from crude oil achieved 31.8 trillion dongs, equaling 83%; from export-import balance gained 134.6 trillion dongs, equaling 74.8%.

Total government expenditures from the beginning of the year to September 15, 2017 was estimated at 851.5 trillion dongs, equaling 61.2% of the yearly estimate, of which regular expenditures were 623 trillion dongs, equaling to 69.5%; spending for interest payment was 72.4 trillion dongs, equaling 73.2%; only spending for new development investment achieved 153 trillion dongs, equaling 42.8% of the annual estimate (of which spending on capital construction reached 149.3 trillion dongs, equaling 42.4%). The principal repayment from the beginning of the year to September 15, 2017 was estimated at 128 trillion dongs, equaling 78.1% of the yearly estimate.

9. Exports, imports of goods, services

a. Exports and imports of goods

Generally, in nine months of this year, export turnovers of goods was estimated to reach US$ 154 billion, up 19.8% from the same period last year, of which the domestic economic sector achieved US$ 43.2 billion, up16.8%; the FDI sector (including crude oil) gained US$ 110.8 billion, 21% rise. If the price factor were excluded, export turnovers of goods in nine months would increase by 14.4% over the same period in 2016.

Generally, in nine months of 2017, import turnovers of goods reached US$ 154.5 billion, up 23.1% over the same period last year, of which the domestic economic sector gained US$ 61.3 billion, up 18.7%; the FDI sector achieved US$ 93.2 billion, up 26.1%. If the price factor were excluded, import turnovers of goods in nine months would go up by 19.7% over the same period in 2016.

In general, in nine months of 2017, trade deficit was US$ 442 million, of which the domestic economic sector had trade deficit of US$ 18.08 billion; the FDI sector had trade suplus of US$ 17.64 billion. It is noteworthy that the trade deficit with South Korea in nine months of 2017 amounted to US$ 23.3 billion, an increase of 57.7% compared to the same period in 2016; this is the biggest trade deficit of Vietnam. The next was the trade deficit of US$ 19.7 billion with China, down 5.6%; and US$ 4.6 billion with ASEAN.

b. Export and import of services

Service exports in nine months of this year were estimated to reach US$ 9.74 billion, up 7.3% over the same period last year, of which travel service exports gained US$ 6.58 billion, accounting for 67.6% of the total turnovers and up 7.3%. Estimated service imports in nine months achieved an estimate of US$ 12.55 billion, up 2.9% over the similar period last year, of which transportation service imports gained US$ 5.97 billion, accounting for 47.5% of the total import turnover and up 0.9%. Trade deficit of services in nine months was US$ 2.81 billion, equaling 28.9% of the service export turnover.

10. Price index

a. Consumer price indexes (CPI)

Average CPI in nine months of 2017 increased by 3.79% over the same period in 2016; CPI in September 2017 increased by 1.83% compared to December 2016 and by 3.40% over the same period last year.

Core inflation in September 2017 grew by 0.08% compared to the previous month and by 1.32% over the same period last year. Average core inflation in nine months of 2017 rose by 1.45% against the similar period in 2016.

Gold price index in September 2017 climbed by 2.61% over the previous month; by 6.12% compared to December 2016; and by 0.55% over the same period last year. The US dollar price index in September 2017 increased by 0.03% over the previous month and fell by 0.03% compared to December 2016 and went up by 1.78% over the same period in 2016.

b. Producer price index (PPI)

Generally, in nine months of 2017, the agricultural, forestry and fishery price index rose by 0.71% over the same period in 2016; PPI of industrial goods increased by 0.44%; Price index of fuels and materials used for production increased by 0.61%; transportation and warehouse price index increased by 2.12%; PPI of services rose by 3.76%.

Merchandize export price index in nine months of 2017 increased by 4.73% over the same period in 2016; Merchandize import price index jumped up by 2.81% over the same period last year; Merchandize term of trade[1] in nine months of this year grew by 1.87% against 2016’s same period.

11. Population, labor and employment

The country’s average population in 2017 was estimated to be 93.7 million persons, of which urban population was 32.9 million persons, accounting for 35.1%; rural population was 60.8 million persons, representing 64.9%; male population was 46.2 million persons, taking 49.3%; female population was 47.5 million persons, accounting for 50.7%.

According to the findings of the 1/4/2017 time-point population change and family planning survey, the total fertility rate was estimated to reach 2.04 children per woman; the crude birth rate was estimated to gain 14.71‰; the sex ratio at birth was 112.4 male births per 100 female births; the crude death rate was 6.84‰; the infant mortality rate was 14.35‰; the under five mortality rate was 21.55‰. The average life expectancy of the country’s population was 73.5 years, of which 70.9 years for males and 76.2 years for female.

As of October 01, 2017, the country’s labor force aged 15 and above was estimated to be 54.88 million persons, rose 446.4 thousand persons compared to 2016’s similar period. Labor force within working age as of above time was estimated to be 48.21 million persons, increased 391.8 thousand persons from the same period last year.

Employed laborers aged 15 and above in nine months of this year reached an estimate of 53.52 million persons, of which 21.64 million laborers were working in the sector of agriculture, forestry and fishery, accounting for 40.4% of the total; 13.7 million laborers were working in the sector of industry and construction, accounting for 25.6%; 18.18 million laborers were working in the service sector, taking 34%.

Generally, in nine months of this year, unemployment rate of working-age labor was 2.26%, of which it was 3.19% for the urban area; 1.79% for the rural area. Unemployment rate of the youth aged 15-24 was 7.63%, of which it was 11.99% for the urban area; 5.96% for the rural area. Underemployment rate of working-age labor was 1.64%, of which it was 0.87% for the urban area; 2.06% for the rural area. The rate of laborers with informal jobs outside of the agricultural, forestry and fishery households[2] was 57.1%, of which 48.7% was in the urban area; 64.3% was in the rural area.

12. People’s life and social security

According to the preliminary report, the total funding mobilized from the budget of the Central, provinces and centrally-run cities, organizations and individuals for social security and poverty reduction in nine months of this year was 5560 billion dongs, of which 3256 billion dongs were used to pay a compliment and support policy beneficiary objects; 1677 billion dongs were used to support poor households; and 627 billion dongs were used for other famine and social relief. In addition, 15 million health insurance cards and free health care books/cards were donated to the policy beneficiaries nationwide.

Generally, in nine months of this year, the country had 163.5 thousand times of households suffering from food shortage, down 34.9% compared to the same period last year, corresponding to 671.1 thousand persons suffering from food shortage, down 35.5%. To overcome this problem, from the beginning of the year, all administrative levels, sectors and organizations from central to local level supported difficult households with 17.3 thousand tons of grain food and over one billion dongs.

13. Education and training

The 2017 national high school exam continued to have changes towards reducing the pressure and costs for candidates, their family and the society. According to the preliminary report, the number of candidates registered was 866 thousand persons, of which 640.4 thousand candidates registered for admission to univesities, accounting for 74% of the total number of candidates registered to take the examination. The actual number of candidates participating in university and college admission was 445.6 thousand ones (reached 70% of the total number of candidates registered).

At the time of starting the school year 2017-2018, the country had about 5.2 million preschool children and 15.5 million pupils of general education going to shool. At present, the country had 1980 vocational training establishments, of which 396 occupational colleges; 549 occupational intermediate schools, 1035 occupational training centers. Vocational training as of the end of August 2017 enrolled 1045 thousand new students, of which the enrolment of 145 thousand students were enrolled for college and intermediate level; 900 thousand students were enrolled for elementary level and under-3-month training. Besides, in six beginning months of 2017, 200 thousand rural laborers and 10 thousand disabled people were given vocational training in accordance with the project “Vocational training for rural workers until 2020”.

14. Epidemic diseases and food poisoning

In nine months of 2017, the whole country had nearly 62.1 thousand cases of hand, foot, mouth disease; 475 cases of typhoid; 553 cases of virus encephalitis (19 died); 27 cases of meningococcal disease (03 died); 184 cases of Japanese encephalitis (6 died); 31 cases of Zika virus infection; 530 cases of whooping cough (5 died) and 142 human cases of streptococcus suis infection (12 died). Only hemorrhagic fever epidemic are still complicated in many localities over the country. In nine months of this year, there were 125.5 thousand cases of hemorrhagic fever (105.3 thousand cases were hospitalized), of which 29 cases died.

From December 18, 2016 to September 17, 2017, the whole country had 84 serious cases of food poisoning, making 2572 persons poisoned, of which 17 cases died.

The total number of alive HIV-infected persons over the country as of September 15, 2017 was 216.4 thousand persons, of which 87.5 thousand cases turned to AIDS. The number of persons died of HIV/AIDS over the country as of above time-point was 95.4 thousand persons[3].

15. Cultural and sport activities

In high performance sport activities, from the beginning of the year to present, Vietnam Sports won 428 gold medals, 301 silver medals and 351 bronze medals at regional and world tournaments. At the 29th Southeast Asian Games (29th SEA Games), Vietnam Sports delegation successfully defended the 3rd position in 11 participating countries with 58 gold medals, 50 silver medals and 60 bronze medals, breaking 11 SEA Games records.

16. Traffic accidents

Generally, in nine months of 2017, the whole country had 14352 cases of traffic accidents, including 17017 cases of traffic accidents and 7335 cases of traffic crashing, making 6122 persons died, injuring 3489 persons and injuring slightly 8270 others. In comparison with the same period last year, cases of the traffic accidents in nine months of this year decreased by 6.9% (cases of traffic accidents less serious and more reduced by 6.1%; cases of traffic collision by 7.6%); the death fell by 4.9%; the injured persons moved down by 18.6%; and slightly injured persons decreased by 10%. Of 7017 cases of traffic accidents in the past nine months, there were road 6814 cases of road accidents, making 5978 persons died and 3441 ones injured; 112 cases of railway accidents, making 96 persons died and 32 ones injured; 91 cases of water and marine accidents, making 48 persons died and16 ones injured. On average, each day in nine months of 2017, the whole country had 52 cases of traffic accident, including 25 cases of traffic accidents and 27 cases of traffic crashing, making 22 persons died and injuring 13 persons and injuring somewhat 30 persons.

17. Damage by natural calamity

Generally, in nine months of 2017, natural calamity made 169 persons died and lost, 232 ones injured; 1600 houses collapsed, swept away; 233.8 thousand houses flooded, blown off, unroofed; 66.1 thousand hectares of rice, 45.4 thousand hectares of vegetables and crops flooded and damaged. The total value of damage caused by the disaster in nine months was estimated nearly 21.5 trillion dongs. According to the preliminary report, the total cash for relieving localities affected by natural disasters from the beginning of the year to present was over 551 billion dongs.

Especially, in mid-September, the typhoon No.10 (considered the biggest storm in many years) landed in the Middle of Vietnam. According to the preliminary report, the typhoon No.10 made 11 persons died and 81 ones injured; 485 houses collapsed, swept away and 201.8 thousand houses flooded, blown off, unroofed; 17.8 thousand hectares of rice, 14.4 thousand hectares of vegetables and crops, 48.1 thousand hectares of fruit trees, industrial plants and 13.4 thousand hectares of aquaculture flooded and damaged; 8 fishing vessels sunk and 816 boats/canoes damaged, swept way; 53 kilometers of canals blown off; The total value of damage was estimated over 16 trillion dongs.

18. Fire and explosion, environment protection

In nine months of 2017, 13861 cases of violating regulations of environment protection were found over the country, of which 11600 cases were treated with total fine of 175.4 billion dongs.

Also in nine months of this year, the whole country had 3188 cases of fire and explosion, killing 79 persons and injuring 203 others, the value of damage was estimated about 1500 billion dongs.
